Yup, it has a whole story that you can play single player (with some grinding necessary, particularly in the Dreamcast versions). I’ve played through it dozens of times solo and I still always go through the story progression any time I start playing PSO again.

I have considered organizing that before, though in that case the far easier way is PSO Blue Burst, the final PC iteration, which has a number of good fan servers that these days install and sort themselves out seamlessly.
Party size is 4 in PSO so we don’t need even need that many participants except to fill out timezone differences.
maybe I should just play PSO2
PSO2 has some merits but no don’t lol
