That looks to me like the little bonus game in Metal Max, when you buy things from the vending machine. If you landed on the center mark you’d win a prize!
I have never won that prize.
Edit: I loaded up Metal Max Returns, named my little tank boy ああああ and fought my way through the first dungeon because I wanted to be absolutely sure. It’s the vending machine game! Enjoy the Metal Max series’ bounty theme while I try to come up with a head-scratcher.
