2501 It’s no longer a hugely active franchise, at least on the traditional game front—Level-5 Level-5′d it and ran it into the ground, and their big new reboot has been in a state of flux since 2016.
The core DS trilogy (the first game, the two versions of the second game and the three versions of the third game) got ported as one package early in the 3DS’ life in Japan, but that package never came over in full, and that eShop release of #1 is the only Inazuma Eleven game ever released in NA. The port itself is fairly basic, as I recall… it’s actually been completely free on the JP eShop for a long time.
Even in Europe, that series had an odd release history… Nintendo published them but Level-5 was very particular about them launching alongside the anime, and so when the anime was delayed in the UK, Nintendo delayed the release of the UK DS cartridges—at this time, storage capacity was at a premium and Nintendo would print single-language games for specific countries, so the only copies out there with EN text were the Scandinavian run and they got eaten up by importers.
