Yes, it’s pretty much that. Think tank conservatives have been wanting to dismantle government services across the board for decades. They have opined about the time Ronald Reagan busted up the air traffic control union and dreamed about doing it with the rest of the country’s federal workforce ever since.
The motto of “taxation is theft” is their rallying cry and is based on the idea that very rich global capitalists don’t need America to function as a society, as long as they get the lowest possible taxes. With the exception of the maybe military and border patrol, a lot of these conservatives just want private industry to run the entire country.

It’s helping Americans in the sense that it’s helping speedrun the collapse of the American empire which is helpful but it’s at the expense of people. So it’s a really big trolley problem really.

Outside of the grotesque reality of DOGE and the lasting damage it will cause, the thing that I also hate is doge as a meme has been so deformed and distorted by the spectacle that it’s become detached from the image that spawned it. It’s just a word and the word is stripped down token of a meme without context, codes or symbols.

On a different note - I’m curious to know what people watch, listen to, or read to stay up on current affairs. I’m notoriously bad at this so I would like some recommendations. I personally listen to an Australian podcast that discuss American US politics called Planet America Podcast.
