There was this brief time frame for early Windows 95 where several developers went out of their way to build their interface around the Windows functionality. I guess the prime example would be Mordor: The Depths of Dejenol.

Mac gaming had a similar phase earlier that brought us the Macventures series, but also the Mac version of Wizardry:

Can the HUD be considered gigantic when the screen itself is minuscule? Sword of Hope on the Game Boy does a great job with the limited space it was given.

Yoda Stories isn’t as Window-y as I remembered but it’s still got a big Windows HUD.

Drakkhen’s SNES release has the same “make the viewport small enough for the 3D map” but I always get a kick out of the sassy party pose.

If we’re going windowed HUDs, I always liked the Windows Metal Marines for having its displays in different windows. The top left one gives current information (with the dispatcher sitting there when there is nothing to say); the bottom right is for construction. The actions cut between the two main maps (your island on lower left, their island on upper right). Usually there is some bit of desktop peeking through behind. Right-clicking gives building and contextual info.
