Anyone who uses the power star becomes temporarily invincible and their body destroys all enemies it touches. Therefore, it's not a stretch to assume power stars can cure any kind of viral infection, bacterial infection, parasites, possibly even cancer, instantly.
Unsure of what Bowser wants with it in that context. Do we think the funny little penguin guys privatized the power star? I don't think Bowser is going to do that either way. He's generally above that kind of thing. Or below it depending on how you feel about kidnapping royalty

In practice, it's actually fairly simple.
