For emulators I use Retroarch with PCSX ReArmed. Within Retroarch is a recording option, but I have the following Config:
vcodec = libx264
acodec = libmp3lame
pix_fmt = yuv444p
color_range = pc
scale_factor = 2
threads = 3
video_crf = 0
format = mp4
When recording this will make a mkv file, but it's actually just a mp4 file, so I can just rename it.
With that, I also turn off the PSOne "dithering pattern" option. While incorrect to what PSone games look like, a dither pattern makes a GIF incredibly large in size, and a GIF will likely dither itself down when limited to 256 colors anyway!
From there, record video. A lot can be from fighting games or other games which have an attract mode, or it's very easy to use MemcardRex and GameFAQs to find finished save files and load them in instantly.
Then, all I use is Photoshop. Load the file in and the simple Photoshop video editor appears. I cut the framerate down to 30fps (Or for some games, 20fps or for certain PSOne titles) and find a good clip.
Let's take Bruce Willis' Apocalypse for example:

The game runs at 320x480, so double the height. Let's make a GIF for this:

Funnily, this game runs at 15fps, so that makes it a little easier to make a GIF last longer with less frames. However, this is at max settings and max resolution, and is about 10mb. That's too big for Tumblr or Twitter's web upload to handle - it only allows 5mb. I also don't want the big "DEMO" flashing there. So let's cut it down a bit

Now it's got more of a focus on the action , easier to see on Tumblr or Twitter, and cut out the HUD. I then use Photoshop's "Save For Web (Legacy) to determine dither amounts, resolution and color limits until it can reach under 5MB. Then done!

This is the understatement of the year for me. I just blindly started playing this game no knowing anything about it and have had my mind so completely blown by the mechanics and gameplay onboarding + loop that I literally couldn’t sleep. I strongly had the feeling of finding an undiscovered island to then find ruins from a lost civilization, to then realize they had more advanced technology than we do presently. I can’t stress enough how much you have to put your hands on this game to appreciate the balance this game achieved with the physics and objectives. I super recommend anyone reading this just not look anything further up and try it. Google translate on your phone will handle any text barriers. Ok now im going to spend my day off playing this game more.

Japanese version of castlevania chronicles with the dithering patches out is a most excellent ps1 game. Not totally overlooked by any means but I would firmly say it is underrated.
