I‘m going with the obvious and guessing Tokimeki Memorial: Private Collection. It could be another Tokimeki game that uses this same portrait, but I’m pretty sure I found the actual sprite.
Nice try with Private Collection! You both got the reference right, but it’s neither of these games. Let’s keep in mind the overall spirit of the thread…

Good intuition. The answer is no. Neither the full title, nor tokimemo, nor any variation. It’s not part of the Tokimeki Memorial series.

HMMMMMMmmmmmmmmmmmmmmm this is really throwing me here, and I am wondering if we‘re off base with the whole tokimeki thing, though it sure gives me those vibes. I can’t find this character in the tokimemo fan pages or anything, though she's VERY familiar.
we need @Personasama in here to tell us if it's some love and berry phone game where they cosplay as tokimemo characters or something.

Well obviously that was the entire point of choosing this game. Maybe one question you should ask yourself is who would dare put such an obvious rip-off out in the open.

I‘m not sure if @oprel intentionally guessed right or not, but I’m 99% certain this is actually Love Plus. It's a bonus scene in the game that emulates the Tokimeki style.
I was bothered the whole time with this being actually Tokimeki because the uniform design wasn't right.
Mainly: the ribbon isn't yellow.
lol - I thought it was from a fighting game like Asuka 120% Burning Fest. Really need to play more visual novels.

Haha, yes that was bothering me too. And I thought it was just a funny observation, but it looks like it actually IS LovePlus! Looks like a pretty fun event. I'll go find a game to photograph!
loveplus was my first guess too, but I couldn‘t figure out in what context they’d show this! heck
