You laid down some beautiful groundwork here. A couple of respectfully different takes:

Virtua Fighter: gotta be Vanessa
KOF: is a tough one. Vice is a great pick, but I can also see King, Angel, and Chizuru fitting the bill. Mai might seem easy to dismiss (she'd probably be considered more traditionally "hot" than "cool"), but the fact that she likes heavy metal and has a lot of genuine personality of her own goes a long way. At the end of the day, I'm going with....Chizuru

Just to put it out there once more, all Cool Ladies are equally the Coolest Cool Ladies, and who one may feel personally is the Coolest Cool Lady is an individual, sacred communion between you and the Coolness of Ladies

I always saw Capcom making Chun Li a cop as being more a wink n‘ nudge to the Cops n’ Robbers action films getting pumped out at the time. Especially the stuff coming out of Hong Kong (and was reaching its peak).

Chun Li being a member of Interpol, that is investigating Shadowloo, that happens to be run by the man that killed her father -- is practically a boilerplate synopsis for that genre/time of film.

With that said, I am handing the crown to Makoto.

my definition of cool may not line up with the definition of cool that most classic fighting games were going for
I’m not even completely aware of all the girls in Samurai Shodwon, but,

it’s nice to have a dedicated reason for thinking about Cool Ladies. usually i think about them just in the abstract.
